NEW SURFACES
Bare wood, drywall, concrete and other unpainted
surfaces absorb paint unevenly, frequently requiring
multiple coats of paint to achieve an even finish. Bulls
-Eye oil-Base seals interior drywall, joint compound, and cured
plaster, cement, poured concrete, stucco, concrete/cinder
block, wood and other porous surfaces. Bulls-Eye Oil-Base
is suitable for priming metal doors, windows, cabinetry and trim,
aluminum, wrought iron steel and other
metals, rigid paintable plastics, glossy laminates and other
interior surfaces. Knots and sap streaks should be sealed
with Zinsser B-I-N Primer-Sealer. If necessary, lightly sand
new drywall after priming to remove any raised nap fibers.
PAINTED SURFACES
Bulls-Eye Oil-Base adheres to glossy surfaces without the
need for sanding. It is suitable for priming walls painted
with builder’s flat paint, spackled areas, and yellowed
ceilings. Prime the entire surface to ensure uniform
coverage and sheen.
STAIN KILLING
Effectively blocks common interior stains including water,
smoke, nicotine, crayon, most types of markers and ink,
graffiti and pencil marks, and prevents bleed through.
COVERAGE
Approximately 400 sq.ft./gal.(9.8 m2/l)
depending on application method and surface porosity.
SURFACE PREPARATION
Surfaces should be clean, dry, sound and free of
any contamination, mildew, rust or unsound coatings that may
interfere with adhesion. Remove loosely adhered or
unsound coatings. Sand any remaining paint film edges
smooth. If unsure of cleanliness, always wash surface with
household ammonia and water solution, appropriate
cleaning solution or solvent (do not use TSP as a cleaner).
Rinse the surface thoroughly and allow to dry before
application of Bulls-Eye Oil-Base. Remove any loosely
adhered coatings.
WARNING!
If you scrape, sand or remove old paint, you
may release lead dust. LEAD IS TOXIC. EXPOSURE TO
LEAD DUST CAN CAUSE SERIOUS ILLNESS, SUCH AS
BRAIN DAMAGE, ESPECIALLY IN CHILDREN.
PREGNANT WOMEN SHOULD ALSO AVOID
EXPOSURE. Wear a NIOSH-Approved respirator to
control lead exposure. Clean up carefully with a HEPA
vacuum and a wet mop. Before you start, find out how to

LIMITATIONS
Bulls-EyeOil-Base is not recommended for exterior
application or for use on floors or surfaces subject to
immersion or prolonged contact with water.
APPLICATION
Apply only when air, material, and surface temperatures
are between 40-90ºF (5-32ºC) andthe relative humidity is
below 85%. Thoroughly mix to ensure any settled pigment
is re-dispersed before using. In most cases only one coat
is necessary to prime most surfaces. If excessive
absorption occurs over very porous substrates a second
coat may be necessary. Spot priming is recommended
only under high-hiding topcoat finishes. For best results,
prime entire surface before painting. Apply with a synthetic
(nylon, polyester or blend) bristle brush, roller, or airless sprayer.
Follow manufacturer's instructions when using spray equipment.
For airless spraying use a 0.015” to 0.017" tip at 1500 to 2000 psi.
Wear NIOSH approved respirator and provide adequate
ventilation.
TINTING
Bulls-Eye Oil-Base may be tinted with up to 2 ounces of
universal colorant per gallon. Tinting the primer toward the
color of the topcoat helps hide in one coat. Shake or stir
well before using.
DRY TIME
Dries to the touch in 40 minutes and can be sanded or
recoated after 2 hours. Lower temperatures, higher
humidity, and the addition of tint will prolong dry and cure
time. Allow more time at cooler temperatures.
CLEAN-UP
Clean application tools immediately after use with paint
thinner (mineral spirits). Wipe up splatters before they
dry. Follow equipment manufacturer’s directions to clean
spray equipment. Dispose of unused or unwanted product
in accordance with local laws regulating solvent-based coatings.
